Streaming Quotas Incoming? The Fate of Australian Kids' TV (2025)

The Australian government is considering new streaming quotas that could significantly impact the local media landscape. If enacted, these quotas will require streaming services with over one million Australian subscribers to invest a substantial portion of their expenditure in local content. This includes a minimum of 10% of their total spending on new local drama, children's shows, documentaries, arts, and educational programs. However, these sub-quotas were removed when the previous government introduced a point system, aiming for more flexibility. The result? A drastic reduction in children's TV production, with just 35 hours of content produced in the 2023-24 financial year. This is a stark contrast to the previous years, indicating a significant decline in investment in children's programming.

The data reveals that the ABC now produces almost all of the remaining Australian children's TV content, highlighting a shift in the industry. While the government's intention is to boost local production, the proposed quotas might inadvertently discourage streaming services from investing in diverse content, potentially leading to further consolidation in the market. This could result in a limited range of choices for viewers, which goes against the spirit of the initiative.
